OACPS Under-Secretary-General H.E. Ms. Banata Tchale Sow joins the Governing Board of Tod'Aérs



The OACPS Under-Secretary-General Her Excellency Ms. Banata Tchale Sow (Chad) joins the Governing Board of Tod’Aérs Global Network [TGN]. Her Excellency Ms. Banata Tchale Sow serves as the Under-Secretary-General for Macroeconomics, Development Finance, and Programming for the Organisation of African, Caribbean, and Pacific States (OACPS), where she is in charge of the ACP-EU Development Cooperation and the European Development Fund intra-ACP cooperation.


H.E. Ms. Banata Tchale Sow oversees the 11th European Development Fund (EDF) intra-ACP strategy, to embrace intra-ACP cooperation that supports inclusive development efforts through direct development actions and by promoting and supporting dialogue and consensus-building among the ACP States. The 11th EDF Intra-ACP strategy has intensified inclusive and results-oriented development actions within and across the OACPS regions.


ACP-EU Development cooperation between the European Union (EU) and the countries of the African, Caribbean, and Pacific Group of States (ACP) started in 1957 with the Treaty of Rome, which first established a collective European development policy. The Treaty of Rome granted associated status to 31 overseas collectivities and territories (OCTs) and provided for the creation of a European Development Fund (EDF).


Prior to her appointment at the OACPS Secretariat, H.E. Ms. Banata Tchale Sow served as Chief of Staff of the President of the Republic of Chad from 2018 to 2019. She has also held several senior positions in the Chadian government, including the position of Minister of Microcredit for the Promotion of Women and Youth (2013 - 2014), Secretary of State for Finance and Budget (2017), Secretary of State for Infrastructure (2016 - 2017), and many more.

H.E. Ms. Banata Tchale Sow holds Advanced Postgraduate Degrees: DESS in Finance and Banking from Centre Ouest africain de Formation en Etude Bancaire (COFEB) in Senegal and DEA in Macroeconomics from the University of Ouagadougou in Burkina Faso. She has more than 25 years of professional experience in the field of economics and finance in general, ranging from consulting to administrative governance, with particular expertise in development projects. She has held senior positions in public administration. In addition, she has been actively involved in the development and implementation of national, regional, and international policies and strategies.
